Recognition and International Comparability of Qualifications

Opetushallitus/ Utbildningsstyrelsen/ Finnish National Agency for Education is responsible for the recognition of foreign qualifications and for providing information on Finnish qualifications. The Finnish National Agecy for Education also serves as Finland's ENIC-NARIC centre, National Coordination Point for the European Qualifications Framework (EQF NCP) and national assistance centre referred to in the Professional Qualifications Directive. It is also the National Europass Centre of Finland providing information on the Diploma Supplement and the Certificate Supplement, for example.

Implementation of the Diploma Supplement

The Finnish Government Decree on University Degrees and Specialisation Programmes (794/2004) and the Government Decree on Universities of Applied Sciences (1129/2014) require the higher education institutions to issue a Diploma Supplement intended for international use to a person who has completed a higher education degree. All higher education institutions automatically provide their graduates with a Diploma Supplement in English, free of charge.

The Finnish Matriculation Examination gives general eligibility for higher education. General eligibility is also given by initial vocational qualifications, further vocational qualifications and specialist vocational qualifications. Foreign qualifications which in the awarding country give eligibility for higher education studies, provide general eligibility for higher education also in Finland. In addition, a person who has completed a general upper secondary education syllabus and been awarded a general upper secondary education certificate is also eligible to apply for studies offered by universities of applied sciences.

Higher education institutions may have specific entry requirements in addition to the general entry requirements described above. Higher education institutions decide independently on student admissions and the recognition of prior learning.
