The State Secretariat for Education, Research and Innovation SERI within the Federal Department of Home Affairs is the federal government's specialised agency for national and international matters concerning general and university education, research and space. It is also the federal government's competence centre for vocational education and training, universities of applied sciences and innovation promotion.

It is issued automatically to all students together with their qualification, in the language of the institution (e.g. German, French or Italian) and in English.
