The New Zealand Qualifications and Credentials Framework (NZQCF)

The New Zealand Qualifications and Credentials Framework (NZQCF) is the definitive repository for nationally approved, quality-assured qualifications in New Zealand.

The NZQCF is the heart of New Zealand's education system. All qualifications – both secondary and tertiary – listed on the NZQCF come with an assurance of quality that is recognised and trusted worldwide and can be found using the Qualification Search.

New Zealand Qualifications Authority (NZQA)

NZQA acts as a quality assurance body and approves all qualifications by tertiary education providers (except universities), such as Private Training Establishments (PTEs), Institutes of Technology and Polytechnics (ITPs), Wānanga and workplace training.

UNZ acts as the body primarily responsible for quality assurance matters for NZ universities.

UNZ considers academic matters across the university system including the exercise of programme approval and moderation procedures, advice and comment on academic developments, and encouraging the universities to develop courses of study that will facilitate the transfer of students between programmes and institutions.

Qualifications Recognition Services (QRS)

The Qualifications Recognition Services (QRS) assess qualifications awarded outside of New Zealand. QRS determine whether overseas qualifications can be recognised in New Zealand and then provide comparison between those overseas qualifications and the New Zealand Qualifications and Credentials Framework (NZQCF).

Tertiary Education Qualification Statement

The Tertiary Education Qualification Statement (TEQS) is New Zealand’s Diploma Supplement-equivalent. Tertiary education providers can choose to issue this document to a student on completion of a tertiary education qualification.

The TEQS is essentially an expanded transcript. It provides a description of the nature, level, context, content and status of the studies that were successfully completed by an individual.

The aim of the document is to provide tailored information to international audiences, improving their ability to understand and recognise New Zealand qualifications.

Access to New Zealand universities

The minimum requirement for admission to university in New Zealand is the National Certificate of Educational Achievement (NCEA) Level 3 with University Entrance (UE). To be awarded UE, students must gain NCEA Level 3, including 14 credits in each of three subjects on the approved subject list and meet the UE literacy and numeracy requirements.

All NCEA results are recorded on the student's New Zealand Record of Achievement (NZROA) and if a student has achieved UE, it will show as a separate award on their NZROA.

Universities may set specific programme entry requirements which may be higher than UE, for example for medicine, dentistry or veterinary science. Contact the university directly for further information about entry requirements to specific programmes.

National Certificate of Educational Achievement (NCEA)
National Certificate of Educational Achievement (NCEA) is the main qualification for secondary school students in New Zealand. In general, students study towards NCEA Levels 1, 2 and 3 in Years 11, 12 and 13. Year 13 is the final year of secondary school.

Entry Requirements
Degree programmes at non-university institutions: There are some post-secondary non-university providers that offer degree programmes. The entry requirement is generally NCEA Level 3 with University Entrance. (Please see information in the Access to Higher Education tab above).

Other programmes at non-university institutions: For entry into other education programmes delivered by non-tertiary education providers (usually at Institutes of Technology and Polytechnics (Te Pūkenga) or private training establishments), there is no national minimum requirement. Each institution will set its own entry requirements for their programmes. Qualification developers may also set a minimum entry requirement for the specific qualification. In general, NCEA Level 2 is commonly accepted for entry into programmes at Levels 4, 5 and 6 on the New Zealand Qualifications and Credentials Framework.

Qualification Evaluation for Refugees
The New Zealand Qualifications Authority (NZQA) is responsible for evaluating overseas qualifications held by former refugees, displaced persons and persons from a refugee-like situation. In the evaluation, qualifications are compared to a level on the New Zealand Qualifications and Credentials Framework (NZQCF). This is part of New Zealand’s signatory obligations under the Lisbon Recognition Convention.

Verification of New Zealand qualification documents

The New Zealand Record of Achievement (NZROA) is an official transcript of a person's New Zealand qualifications and standards, as reported to NZQA by education providers. Verification of International Qualification Assessments and Overseas Study Assessments

International Qualification Assessments (IQAs) and Overseas Study Assessments (OSAs) are individual NZQA assessments of overseas qualifications. The results documents issued for IQAs and OSAs are called NZQA recognition statements.
