This workshop addresses the issues of practical implementation of the Recommendation on Recognition of Qualifications held by refugees, displaced persons and persons in a refugee-like situation and has a high practical relevance for the networks.

The LRC chapter 7 and the 2017 Recommendation describe possible assessment schemes for refugees, even for those who cannot fully document their qualifications. The Council of Europe developed the European Qualifications Passport for Refugees, the EQPR project, which is being implemented in cooperation with UNHCR and 12 Member States of the LRC.

The Background Paper adopted by the Danish and Swedish centres, and past and ongoing NARIC Projects such as the Toolkit, REACT and ARENA projects have all demonstrated clear and tangible benefits by developing professional and effective recognition procedures also in cases when applicants fully or partly lack the educational documents that we usually need in order to process an application, due to circumstances beyond one’s control.

This workshop provides an overview of the methodologies included in the Recommendation on Recognition of Qualifications held by refugees, displaced persons and persons in a refugee-like situation. Representatives from Danish, Greek, Italian, Norwegian and Swedish ENIC-NARIC offices will share hands on examples and experiences from their coordinated actions towards better inclusion of refugees in higher education and labour market and invite to the discussion about further steps towards implementation of the LRC, Article VII.
